1. Functions: Advising the leaders of the Authority on State management of investment registration, establishment of commercial representative offices, and issuance of business licenses for goods trading activities within the competence of the Authority; on investment promotion.
2. Duties:
2.1. Carrying out investment procedures in accordance with the laws on investment: receiving, issuing and adjusting investment registration certificates for investment projects falling under its competence; receiving projects in the case of approval of investment intents and submitting them to competent authorities for evaluation; receiving and deciding investment intents for projects falling under its competence; Providing information on investment projects at the request of investors; certifying enterprises as export processing enterprise.
2.2. Granting, re-granting, amending, supplementing and extending licenses for establishment of commercial representative offices of foreign organizations and traders based in the EPZs and IZs according to the provisions of laws; certificates of operation registration of operating offices of foreign investors in the BCC contracts.
2.3. Granting business licenses for goods trading activities and activities directly related to goods trading for foreign-invested enterprises and foreign investors investing in EPZs and IZs according to provisions of laws.
2.4. Formulating plans of and implementing investment promotion; regularly reporting on investment promotion activities according to regulations.
2.5. Monitoring and promoting deployment of newly planned and expanded IZs.
2.6. Receiving registration of the land rent framework for leasing, subleasing land and infrastructure fee of EPZs and IZs of infrastructure development companies in EPZs and IZs.
